This is a panel from 2000 AD's so-called Prog 0, which was a test issue designed to show what the book would be like in terms of story content and art. Specifically, this is part of a test page for M.A.C.H. 1, a Six Million Dollar Man knock-off. Quite frankly, it's to awesome to not post.
