The Military (looks like the Air Force) has developed this beauty of a non-lethal. It transmits a focussed beam of electromagnetic radiation that travels through clothing and penetrates the skin up to a depth of 0.4mm. The effect? It feels like your skin is at a temperature of 130 F. This doesn't cause actual damage (short term) but it is apparently too painful to just stand around and take. It has a range of about 500 meters.
